Bio-Sketch of Mayor Danilo O. Leyble

Mayor, Antipolo City 



From being the “Abogado ng Masa” to “Alkalde ng Masa  na Naglilingkod nang Lubos” Mayor Nilo O. Leyble’s dedication and the political will to serve the people of Antipolo never falter but instead inspire renewed conviction and added energy to tackle the everyday tasks.


His first 100 days in the office reflects his strength in leadership which not only lies in legislation but also the way he inspires his predecessors. This is quite evident in the numbers of completed, on-going projects and those still in the drawing board of all the sixteen barangays.


Making good his promise of strengthening the social services especially for the marginalized sectors, MayorNilo through the City Social Welfare Department (CSWD) continuously provide medical missions or the “Lingap sa Barangay” even to far flung areas. The creation of 24/7  Action Center, Children in Conflict with the Law (CICL) or the Lingap sa mga Batang Lansangan  which serves as a holding area for those with cases of vagrancy, feeding programs for the senior citizens as well as to the poorest community, daily financial assistance as burial, medicine and other food provision.


To solve the perennial unemployment and underemployment, Mayor Nilo with instructions to the Public Employment Office (PESO) coordinates with other local and national labor agencies and private organizations through networking were able to generate 3,642 jobs from various job facilitation programs such as daily employment facilitation, local and provincial recruitment and through mega and mini-jobs fair in response to the demands of commercial and industrial needs for the economic growth and development of Antipolo City.


Being the primary source of the City’s income that lays the pipeline from which plans and programs are established, upon the Mayor’s instruction, the Business Permits and Licensing Office (BPLO) continue to stabilize a sound financial figure by maximizing and sustain, assess taxes, fees, charges relative to businesspermits and licenses to increase revenues of the City Government. Collection from January to May showed an increase of 9% compared with the previous years figures credited to its fast, efficient and hustle free registration of all kinds of legally organized businesses, trade undertaking and business activity in the City.


As future leaders, Mayor Nilo tapped the participation of the youth in community development  through the Sangguniang Kabataan and enhanced their skills through leadership trainings, seminars, symposiums and developing their characters through a citywide sports programs.


Infrastracture programs such as construction of 28 elementary and high school buildings with additional 93 rooms, were being fasttrack to accommodate more students. This aside from the city wide concreting of road,pathwalks with drainage, stone masonry works, asphalt overlay, construction of canals with curb and gutter,slope protections and rip rapping.


The local chief executive’s concern for the farmers reflects on the various programs and projects being implemented by the City Agriculture Office (CAO) such as the Ginintuang Masaganang Ani Program of the Department of Agriculture, the City government thru the CAO had facilitated the distribution of 331 bags of certified palay seeds to about 331 rice farmers, CAO also started the first Farmers Field School (FFS) for Palay. Check seminar/training. Under this program, farmers are trained to adopt new and appropriate technologies to increase palay production in the city.


In cooperation with the University of Rizal System (URS), a total of 5000 coco seedlings are being raised at the City plant nursery, ready for distribution to qualified beneficiaries. A total of 2000 seed nuts were already delivered to San Ysiro as the initial stage of nursery establishment in the upland area of Antipolo His respect for the senior citizens and the veterans also manifests his belief that the youth of today benefitted from the sacrifices and the contribution of the older generation in the community and extended whatever assistance the city can provide.Mayor Nilo also uplifts the quality of education in both public high school and elementary by providing school materials as bags and notebooks to around 34,100 students to inspire them to study and be a vital instrumentin community development.  


In support of the other medical services aside from the medical missions, the City Health Office with its expanded program in immunization were able to provide vaccine to almost 15,000 infants, the YODO Parang sa Batang Antipolo were also launched for iodine deficiency, Garantisadong Pambata 09 with the Department of Health is a joint undertaking to promote the millennium development goal for child care, other programs included in promoting health are rabies control, new born screening, pap smear malaria operations because to Mayor Nilo “Kalusugan ay Numero Uno”.


His partnership with her loving and supportive wife, Atty. Menchie, brought a new dimension to the women of Antipolo with the launching of the Newly Integrated Ladies Organization (NILO) where she sits as Chairperson together with the wives of other City and Barangay Officials. With 14, 000 strong members from the 16 barangays, NILO believed that women are the glory of creation for their strength cannot be measured and in their hearts lie the true nature of their service.


A man who embraces faith and puts every decision to God where he draws his wisdom and strength, Mayor A man who embraces faith and puts every decision to God where he draws his wisdom and strength, Mayor Nilo is inspired to be a leader who will truly make Antipolo the premiere city in the eastern part of the metro.


A two-term Councilor in 1998-2004, heading the committee on Budget, Finance and Appropriation, then Councilor Leyble is determined to sustain effective supervision of the City Council. He has been a major factor in the promotion of good governance in the City, then in 2004-2007 he ran as Vice-Mayor and won convincingly. At the 2007 reelection he established the trust and the confidence of his constituents as a public servant after he was reelected as Vice-Mayor on a majority vote of confidence. It was a historical mark in the political arena of Antipolo when he was proclaimed with the highest vote ever gotten by a candidate in any position and the only Vice-Mayor that was reelected.


 As a former member of the Interim Office of the Vice-Mayor’s League of the Philippines and at the same time the National Vice-President for Luzon and National Legal Adviser for Luzon, the task at hand was gargantuan. But with the support of his better- half Atty. Carmencita “Menchie” A. Leyble, his efficient and competent office staff, colleagues and constituents of 16 barangays, he was able to get things done. The untimely death of the late Mayor Victor R. Sumulong has compelled the Honorable Mayor to take over the rein of leadership of the City. He took his oath of office last January 8, 2009 which was administered by Department of Interior and Local Government Secretary Ronaldo V. Puno in Quezon City in the presence of all the Antipolo City Officials, Punong Barangays, friends and his lifetime partner and friend, his wife, Atty. Menchie Leyble.
